The Tenth Man probation from entering the Congregation was a law written in Deuteronomy 25:5-10. It did not mean the people affected by it were not Saved or loved by God
Notice in Ruth 4:12, there is a salutation of blessing for wishes of the future success is given by wishing blessing like the house of Pharez. We learn from the Scriptures that Pharez is the 10th Generation grandfather of the future King David.
The problem with King David's lineage, is Pharez is a son conceived in an illegitimate way by Judah. Judah is part of the royal blood line and so is King David. In Deuteronomy 23:2, an illegitimate man cannot enter the Congregation of the Lord until 10 generations have transpired.
Ruth 4:12 | And let thy house be like the house of Pharez, whom Tamar bare unto Judah, of the seed which the Lord shall give the of this young Woman. |
Deuteronomy 23:2 | A bastard shall not enter into the congregation of the Lord, even to his tenth generation shall he not enter into the congregation of the Lord. |
In Genesis 38, there is the account of Judah conceiving an illegitimate son. (color added to help in differentiating clarity) The sequence of events are:
Deuteronomy 25:5-10 | 5 If brothers are living together and one of them dies without a son, his widow must not marry outside the family. Her husband s brother shall take her and marry her and fulfill the duty of a brother-in-law to her. 6 The first son she bears shall carry on the name of the dead brother so that his name will not be blotted out from Israel. 7 However, if a man does not want to marry his brother s wife, she shall go to the elders at the town gate and say, My husband s brother refuses to carry on his brother s name in Israel. He will not fulfill the duty of a brother-in-law to me. 8 Then the elders of his town shall summon him and talk to him. If he persists in saying, I do not want to marry her, 9 his brother s widow shall go up to him in the presence of the elders, take off one of his sandals, spit in his face and say, This is what is done to the man who will not build up his brother s family line. 10 That man s line shall be known in Israel as The Family of the Unsandaled. |
Now, notice the lineage given in Luke and Mathew concerning Jesus Christ where Mathew starts with Abraham and the tenth generation of Pharez is King David.
Two Important Points on tenth man from Pharez:
1 Chronicles 22:8-10 | 8 But this word of the Lord came to me: You have shed much blood and have fought many wars. You are not to build a house for my Name, because you have shed much blood on the earth in my sight. 9 But you will have a son who will be a man of peace and rest, and I will give him rest from all his enemies on every side. His name will be Solomon, and I will grant Israel peace and quiet during his reign. 10 He is the one who will build a house for my Name. He will be my son, and I will be his father. And I will establish the throne of his kingdom over Israel forever. |
In scripture given in Luke 3:31 - 34, we have the lineage of 10 generations from Pharez to King David.

Another interesting aspect in Mathew's generations is he omits three names in the House of David. The three that are missing were idolaters Ahaziah, Joash and Amaziah.
In Deuteronomy 29, we learned that God is holding the people of Israel accountable because they knew:
The problems that some of the people in Israel did involve worshipping false gods of wood and stone. There was a warning given by God in Deuteronomy 29:16-21 which meant they would lose their inheritance, privileges in the promise land and Rewards in Heaven. They were still saved from the bondage of Egypt, but they would lose their inheritance.
Deuteronomy 29:16-21 | 16 You yourselves know how we lived in Egypt and how we passed through the countries on the way here. 17 You saw among them their detestable images and idols of wood and stone, of silver and gold. 18 Make sure there is no man or woman, clan or tribe among you today whose heart turns away from the Lord our God to go and worship the gods of those nations; make sure there is no root among you that produces such bitter poison. 19 When such a person hears the words of this oath and they invoke a blessing on themselves, thinking, I will be safe, even though I persist in going my own way, they will bring disaster on the watered land as well as the dry. 20 The Lord will never be willing to forgive them; his wrath and zeal will burn against them. All the curses written in this book will fall on them, and the Lord will blot out their names from under heaven. 21 The Lord will single them out from all the tribes of Israel for disaster, according to all the curses of the covenant written in this Book of the Law. |
We need to recall that these three men were in Dispensational Period that God was clearly known about to Israel, and this applied directly to Israel. There is distinct difference if someone, like Noah who was Idol worshipping man, but called out of it along with any of us who did not know the Lord and get Saved. Furthermore, as Christians we will suffer consequences for false worship albeit not loss of Salvation if we are truly Saved.
Notice in Mathew 1:7-9 that the highlighted three names are omitted!

In the book of Jeremiah there is the King Jehoiakim, who does so many very evil things against the Lord, that Jeremiah records the penalty from God on Jehoiakim.

The problem with this edict by God, is Jesus Christ had to come through the Royal Blood line where God just pronounced a curse on the Royal Blood Line. The problem was solved through two methods where the first is the virgin birth and the second was through the Daughters of Zelophehad law written into law by Joshua as instructed by God.
Isaiah 7:14 | Therefore the Lord Himself will give you a sign: Behold, a virgin will be with child and bear a son, and she will call His name Immanuel. |
Luke 1:34 | Mary said to the angel, How can this be, since I am a virgin? |
In the New Testament, we are given two Genealogies and the linage of Jesus Christ.
As we know from the scriptures, the Father of Jesus Christ is God the Father and is not Joseph. Joseph was Jesus Christ's legal step-father, and this solved the problem of the curse off Jeconiah. Notice that in the scriptures that Jeconiah is taken away into captivity in Babylon. After the captivity Salathiel, the daughter of King Jeconiah, marries to continue on the royal line as an adopted line. This is also the case Zerubbabel who was married into the royal line.
Note: as pointed out above, Jeconiah and Coniah, are alternative names for Jehoiachin.
